Since the European commission has withdrawn the anti trust immunity for the IATA tariff conference, subsequently  IATA has decided to introduce a new fare structure after receiving the necessary U.S. DOT approval.

As per the DGCA circular number 2006/89 dated 16^th May 2006, addressing  all airlines operating at Kuwait International Airport.  Upon the instructions of the Directorate General of Immigration in Ministry of Interior, it has been decided to permit GCC residents (except Iraqi Nationals) to enter the State of Kuwait with effect from 13^th May 2006 and will be issued tourist visa from the visa counter at Kuwait International Airport valid for three months temporary residence, provided the following conditions are fulfilled.

1. The profession of the arriving passenger is one of the professions mentioned in the list below.(appendix.1)

2. Passenger should be holding a proper passport and not  lasse passé or temporary travel document.

3. Passenger should be holding a passport and GCC residence permit valid for more than six months from the date of travel to Kuwait.

4. Passenger should not be black listed in the State of Kuwait.

5. Passenger should hold a return ticket.

6. Passenger should register his residence address in Kuwait when applying for the visa at the visa counter at the airport.

It is also permitted to allow the passenger’s  wife, children and servants to enter the state of Kuwait, provided they are sponsored by him and fulfill above conditions.

This issue was discussed again in last meeting which was held on 18^th April 2006 and more airlines have received notifications of this increase, and some have also received termination of contract effective November 2006.

You would kindly agree with us that cost is an important element in the airline economics especially in the face of deteriorating profitability due to various reasons.

Airlines acknowledge the initiative and support provided by DGCA in reducing some operating costs like ground handling, reasonable charges of landing and parking along with other steps taken by your department. This is highly appreciated.

STATUS REPORT 

1^st CASS Feasibility Advisory Group (FSAG) meeting was held at Sharjah on 25 September 2005.  EK/GF/UL/MH/ME/KL/KU attended the meeting. 

 Key points of Discussion were.

• Cost: preliminary results indicate that CASS Gulf will be cost-efficient

• Participation: Airlines and IATA/non-IATA agents

• Calendar: will have to agree on bi-monthly or monthly settlement/remittance

• AWBs: EK/UL suggest that IATA control AWB stock and distribution

• Neutral AWBs: CASS will not produce neutral AWBs, each carrier will use its own

• Commercial: CASS will not interfere in the commercial relationship between airlines and their agents.

• Bank guarantees: EK suggest that IATA to hold bank guarantees from agents, which is not common practice

• GSAs: KL/ME expressed that CASS is not needed when everything is handled by their GSA.

2^nd  CASS Feasibility Advisory Group (FSAG) meeting  will be held on  06 December 2005.

Meeting will be attended by Mr. Rene Portal - Assistant Director CASS - Business Development .

Key points of Discussion will be:

• Circulation of the 1^st FSAG meeting minutes.

• Task of FSAG.

• CASS Budget.

• Current Market Scenario.

• GSA participation.

• Liasion with NAFL. (and other agency associations)

• Reporting/remittance frequency-IATA Resolution 801r.

• CASS Associates.

• AOB.

SUMMARY OF CASS DEVELOPMENTS - AS ADVISED BY IATA/KWI (GULF) MANAGER

A CASS presentation was held on 08 March 2005 at the Sheraton Four Points Hotel and a Feasibility Study (F.S.) was supposed to be prepared within eight to 12 weeks and presented to CPG (CASS Policy Group) for approval and implementation by Jul'05 or Oct'05

1. CASS is in implementation in S.Arabia in the Gulf.  The other five GCC countries, viz., Kuwait, U.A.E., Bahrain, Qatar   and Oman would be forming the CASS/Gulf to benefit from the economies of scale.

2. CASS questionnaire was filled in by KU, UL, EK and some other carriers and an F.S. was supposed to be made with available figures.

3. A FSWG (Feasibility Study Working Group) will be formed for CASS/Gulf from the six (6) National Carriers (KU/EK/EY/GF/QR/WY), one European Carrier, one Middle Eastern carrier and one Asian carrier.  An official request shall be made by IATA/Gulf to the FSWG Members to nominate participants to this FSWG.

4. IATA will soon call for a meeting of the FSWG, to be held in Dubai tentatively on 25 September, 2005. Exact date and  venue shall be advised by IATA/Gulf soon.

5. The plan is for IATA/Gulf to discuss the initial "Business Case Report" which has been prepared from the collected data of the CASS questionnaires at the above FSWG meeting.

6. The "Business Case Report" shall then be sent to the CPG meeting to be held on 29-30 Sep'05 for review, approval and/or comments. The expected implementation date is not yet known.  However, if the CPG approves the F.S. (Business Case Report), CASS/Gulf could be possibly implemented from Apr/06

IATA/Gulf Manager as requested that BARIK Members be requested to participate in the CASS/Gulf which will reduce the LMF (Local Management Fees) paid by the airlines, help automation, and reach paper-less environment as soon as possible.
 
  
The F.S. will determine the UTP (Unit Transactions Processed) costs. Other costs for joining CASS will be as follows :

All GCC carriers will support implementing IATA fares from Kuwait to all GCC points

All GCC airlines agreed to have one level of Fuel & Insurance charges in all GCC countries
